Repeated installation failure for KB959995 Excel 2003 update

I am getting a repeated installation failure for the abovenamed update.

I am working with Office Excel 2003 (11.8237.8221) SP3 in a Windows XP Pro
Version 2002 SP3 environment.

I have tried the following:
Disabling automatic windows updates and then:
Using DOS sfc /purgecache in an attempt to 'force' a fresh download of the
file.
Downloading and saving the file directly and installing from that 'saved'
version.

I have taken these measures in both 'standard' and 'safe' modes but, thus
far, without success.
Any ideas what I might have missed or what else I should try?

Thanks for the suggestion.
I actually did a complete re-install and that seems to have resolved the
problem but I do thank you for your response.
