Repeated Internet Connection

Outlook keeps trying to connect to the internet every time
I open a message with an internet-based picture in it.
(i.e. the kind of thing that looks like an empty box with
a red "x" in the upper left corner, when you're not
online.) How do I keep it from constantly trying to dial-
up when I'm reading email offline?
