How can I show a summary and its subtasks recurring monthly on the same
lines. (Similar to a single task recurring monthly).

Rob,
If by, "on the same line", you mean having multiple tasks (summary or
otherwise) on the same Gantt row, you can't - Project does not have that
flexibility. If you mean something else, please clarify and we will try
to help you out.
