We are facing this issue on the project server,
The software config of the same is Microsoft Project Server 2007 Version
12.0.0.4518, Project Professional 2007 & SQL 2005 sp3 9.00.4035


When we create a new project and assign task to resources (from project
professional 2007) and later save and publish, the assigned resources get an
email notification of their task and even they can view the same on the PWA
site. Also the project is successfully saved and published on the Project
Server.

However when we open that project again in Project professional 2007 and add
or edit any existing task, save and publish it again, Instead of an email
notification going to only those people whose task have been changed the
email notification is received to all resources even though there were not
changes to their task. Also notification is same as they received initially
when the project was created & published for the first time.

You are seeing an unfixed bug in Project Server 2007. Every time the PM
publishes the project, the system is supposed to send an e-mail message only
to those team members whose assignment schedule has changed; however, the
system sends an e-mail message to EVERY team member regardless of whether
their assignment schedule has changed. The easiest way to resolve this
problem is to disable this one e-mail subscription for everyone using the
information in the following FAQ:

Thanks for the reply, well the fix which you have mentioned is not actually
a best solution as it will completely disable the email notification to all
users. Which we do not want.

Other solution which we found was to insert the Column called Publish in
Project 2007 Professional and as its default value is always yes, we changed
the value to NO for those tasks which where not updated or changed, but as
soon as we published it the task which where marked NO disappeared from the
end Users/task owners task list.

Any solution for this problem...
