Reply Rule Doesn't Work

I set up a rule in Outlook to send a reply to all incoming messages saying that I'm out of the office using an Outlook template (.oft) file (I'm a two-person shop and don't have Exchange server). However, the rule doesn't work, i.e., it sends no reply. Does anyone know why?
