hi,

if i will give rights to one project manager is that he can open the project
but cant modify that means (read only rights) how i can do this as an
administrator

You're not providing enough information for a specific answer. It depends on
what else is required for that user in the environment. Using a combination
of Groups and Category settings you can accomplish what you want.
