Reply to CC only

Is there any way to add a "Reply to CC only" button? This would help us
because we have staff who submit information via web forms but need a quick
way to reply back. The submitter's email address is in the CC field but not
the To field. Thanks for any assistance.

What's so hard about using Reply to All and then deleting the contents of
the To field?
