Replys and forwards change format to text or like origional

In Outlook when you reply to a message, Outlook changes the format to text.
It then only allows you to change the format to HTML. There is no option for
Rich.
This take all of the formatting out of your signature and does not allow you
to change font size or bold.
Any ideas how to go around this?
