Report Borders

I would like to have a border display on my report to make
it look like a certificate of completion. Other than
using a rectangle that is a plain solid line is it
possible to have a report border on a report in access? I
don't have a specific border I want to use I just know I
want one on the report and didn't really see how this was
possible.

Any knowledge and advice would be helpful.

Reports have a Picture property that can be used to set the background to an
image file.
