Report from query mixing empty pages through report

I have crawled all over the records which empty pages
follow. Each report and its fields are all well within
the legal sized page setup and report formatting. What I
really need to know is what part of the program is doing
this, and what variables I can manipulate to try to stop
it. Reports with empty numbered pages are less than
professional.
