Report Output Files Not Saving in Runtime

I have an application that outputs RTF reports correctly in Access 2007 using
DoCmd.Output To method. However when distributed to users with Runtime
license it does not save the report files, although it appears to create
them.

Is this a known problem, a secrutiy issue, or what?
