Report truncates text in textbox

I have a report with a textbox showing some comments.
What it's doing is it SOMETIMES truncates the text in the
text box and sometimes it doesn't. I have the text box
property "Can Grow" set to "yes". I don't understand why
it is doing this. It is a bug with Access, or am I
missing something? I'm running Access 2003.

The textbox can't grow if there is another control to the left or right of it.

There's a control below it. What get's to me is that it
for a report with the same data, sometimes it shows all
the text and sometimes it doesn't. I can tell that it
grows, but not as much as it's suppose to.
