Reporting Non-Working Time - Administrative Projects

Have anyone experience this and know if there is a fix for this?

We all know that when it comes to working with non working time, there
a 2 options:
1- Block the resource calendars
2- or use admin projects.

We want to do the 1st, but then want to capture the Admin time (want to
report on it). So I set up the system as one. Still enabled Admin
Plans. In admin plan tasks, I used the task calendar to enable
scheduling around the resource time blocked dates by choosing the
option "task calendar ignores resoruce calendar"

Worked fine, we can block calendar in all projects but Admin projects,
and report on Admin projects for time-off. However, then I realized
that if when you look at the resource usage view (MS Project Pro), time
off (Admin Project tasks ) shifts to following weeks or days. However
if I open the Admin Project and look at the allocation then the shift
doesn't happen. It is almost like to get the right resource allocation,
I need to open the Admin Projects everytime.

Has anyone experinced this or know if there is a fix for this? You can

Admin projects serve to collect unplanned time. You should never try
to plan work (create assignments) in an admin, and therefore calendars
are not relevant.
