Reports - Non repeatable format

Is there any way to place data from two consecutive rows on a report when
there is no way to create a repeatable detail section? The format of report
was pre-determined and is not designed in a way that allows me to loop
through each record in the dataset to display the information in the proper
place. For example, data from row1 is at the top of the report and then again
towards the bottom of the report, while data from row2 is beneath the two
different locations for the data from row1.

I would think you would need to build two subreports. The first would list
the data "at the top of the report" and the second would use the same query
(or at least the same order) and display all the data "at the bottom of the
report".
