A simple bug. Easily reproducible. There just does not
seem to be any way for knowledgeable file bug reports with
Microsoft.
If anyone who monitors this newsgroup can pass this on,
feel free to do so.
Using Outlook 2003 (11.5608.5703)
Steps to reproduce:
1. Create a new message, format plain text.
2. In the body of the message type a url. The url should
include substrings that are valid HTML character entity
references. Example:

http://www.example.com/index.html?
var=0©=1®ular=0¬e=1<=0
<-------
[Note: this contains entities "©" "®" ¬" "<"]
3. Change the format of the message to HTML. All of the
HTML entity character references are converted to their
corresponding characters within the URL.
4. (Optional). Alternate between plain text format and
HTML format, and the fun continues.
