Disable HTML format from menu & hyperlink issue

I have a GPO set to prevent messages from being sent or viewed as HTML
through Outlook 2003. Below are the GPO settings I am currently using.

I currently have two issues though.
1) Users can still goto the Format toolbar and then click HTML.
2) Even though incoming messages show as being read as plain text,
hypertext links are still clickable rather than coming over a simple
text.

My Current GPO Settings:

Microsoft Office Outlook 2003/Tools | Macro/Security...
Security Level Enabled
Security Level Medium

Microsoft Office Outlook 2003/Tools | Options.../Mail Format/Internet
Formatting
HTML Options Enabled

When an HTML message contains pictures located on the Internet, Enabled

send a copy of the pictures instead of the reference to their location

When sending Outlook Rich Text messages to Internet recipients,
use this format: Convert to Plain Text format

Microsoft Office Outlook 2003/Tools | Options.../Mail Format/Message
format
Message format/editor Enabled
Use the following Format/Editor for e-mail messages: Plain Text/Outlook

Use Microsoft Word to read rich text e-mail messages Disabled


Microsoft Office Outlook 2003/Tools | Options.../Preferences/E-mail

Read email as plain text Enabled

Read signed email as plain text Enabled

You can disable any menu or toolbar command, such as Reply to All, by using a Group Policy Object. The article at http://office.microsoft.com/en-us/assistance/HA011402401033.aspx explains how; look at the section on "Disabling menu items and command bar buttons. The ID For the View Message in Internet Zone command is 6908; for Format as HTML, 5564. (All IDs are listed in my Configuring book; see below.)
