Request a Delivery Receipt and Request a Read Receipt Outlook 2007

Can someone outline what exactly do these do?

I know one of them pops up a message on the email program...

which is less intrusive, so that people wont think I am spying on them!

I just want to know if the message gets there...

Either can be ignored by the recipient, or may be blocked at the recipients
end

Read receipts mean absolutely nothing if the recipients are not using
Outlook or have their systems set to not sent a read receipt, like I do.
