Require Read Receipt - Outlook 2003

Hi

In MS-Outlook 2003, whenever I send a message with Read Receipt, depending on the Receipient Settings the Receipt is delivered or not-delievered

Irrespective of the Receipient's settings, is there any possibility to get the Read Receipt
