Require "To" field before sending an email

Hi,

I'm using Outlook 2007. Is there an option that may be selected to require
the "To" field to be utilized before sending an email? For example, I am
sending a newsletter to a group of folks (using BCC), but I would like to be
prohibited from sending the email unless the "To" field is complete.

An option? No. It'd require some programming. http://www.outlookcode.com/codedetail.aspx?id=126
could be converted to work, I'd think.
