Currently, we are using a requirements management tool that allows us to
enter project requirements, print a requirements specifications for sign-off,
trace requirements from source through the life cycle of the requirement, and
control changes to requirements. Does Microsoft offer a comparable tool that
provides this functionality?

We're releassing a Microsoft Excel/Word based product called
Simple-Req, that does exactly what you describe for $99.
