Requires end-user permissions

I have a SBS 2K with FrontPage installed. Server extensions are installed.
I cannnot add a web page as I
always get "this action requires end-user permission avserver:80." Using
administravtive
privelages does not work. It asks over and over for the same info. I've
reset permisisons on iis to everyone and that hasn't helped. I am the
administrator and have proper privelages. I'm stuck. Any ideas?

I've posted this once before but we got nowhere.
