Resend send on behalf of

Exchange 2003 and Outlook 2003 - users tries to resend a message from their
sent items and they get an error that they do not have rights to send on
behalf of (themselves). I have seen other postings and the fix was to as
the right to send on behalf of. Is this the only solution?
