reservations and paying by credit card?

I would like to set up a web site that enables users to make on-line
reservations and also to pay with a credit card on-line as well. Is this
possible to do with Publisher?

That degree of functionality requires web programming.
I recommend you look into ASP.Net and SQL Server.
