Reserving a resource

Resources are reserved for a project when you Build team, either in Project
pro or Web Access. If you wish to do a "soft" booking because you have to go
through plan reviews and approvals, obtain agreement on the use of the
resources, or just model the project for resource availability and costs use
"Proposed" as opposed to the default "Committed".

I should have asked this before. Was your question focusing on a methodology,
or, as I answered, tool related?
