Resource abilities to execute a task

How does Project control resource's abilities to execute a task?
e.g: the resource that will do the task need to know VB language. How do I
keep my resouce knowledge/abilities database?
How to find de resource that could execute that task?

Both Project Server 2003 and 2007 allow you to use a multi-value custom
enterprise Resource field for this purpose. Your Project Server
administrator would need to create the custom field and populate the field's
lookup table with values that describe the various skills you wish to track.
Then someone in your organization would need to determine the skills of each
person in your organization. Based on this information, your Project Server
administrator would need to select one or more skill values for each
resource in the Enterprise Resource Pool. From there, PM's can search for
resources with the right skills and the availability in the Build Team from
Enterprise dialog in Microsoft Project Professional. Hope this helps.
