When viewing resource availability views in the resource center, particularly
the "Assignment Work by Project" view, is it safe to assume that the "My
Timesheet" data (project) represents the administrative timesheet categories
i.e. vacations etc.?

Yes, that is correct. And approved Vacation time reduces the Capacity to 0h
during the Vacation time. Hope this helps.
