What is the best strategy to handle "common resources" in an
organization.

Situation: Each department can see their resources in accordance with
the RBS configuration, but there are two or three resources that need
to be visible by EVERY department in the organization.

Is it possible to accomplish this by a separate category that includes
those "common resources" and this assign this category to each user
group?

Do not place the common resources anywhere in the RBS structure. Instead,
create a custom Category called something like Common Resources and specify
these resources in the Resources section of the Category. Add the Common
Resources category to the Groups that need access to these resources, such
as the Project Managers group. Hope this helps.
