I created the custom view you guys recommended to see the timesheet approver
of the task (and that came in handy).

In this view the actual hours are either black or blue. What does blue mean?

Excellent question! Red indicates changes saved on the Project Server by
the team member, but not yet submitted to the PM for approval. Blue
indicates changes submitted to the PM for approval, but not yet approved by
the PM and put into the Microsoft Project plan. Black indicates changes
approved and updated into the Microsoft Project plan. Hope this helps.
