Resource conflict

I'm new to MSP, so maybe the answer is obvious. Is there anyway to prevent
assigning a resource to a task when it is already assigned to another task
scheduled for the same time?

What you are talking about is an automatic way to avoid creating an
overallocation. Sorry, but there is no way to prevent this automatically.
If you are working in an enterprise environment, there are several methods
you can use to prevent an overallocation BEFORE you make an assignment:

1. The Resource Usage view shows resource allocations for each resource
across all projects in the portfolio

2. The Assign Resources dialog has an "Available to work" filter that will
show you resources that are available to work your specified number of hours
during the time period of the selected task

3. The Resource Center in Project Web Access allows you to view both
resource availability and resource assignments accross all projects in the
portfolio
