Is it possible to turn off resource leveling for select enterprise
resources?

How can I make "Manual" the default setting of Leveling Calculations for
all users?

Yes, it is possible to turn off resource leveling for individual resources.
To do so, your Project Server administrator should do the following:

1. Open the Enterprise Resource Pool
2. Insert the Can Level field anywhere in the Resource Sheet view
3. Set the Can Level value to No for each of the selected resources
4. Save and close the Enteprise Resource Pool

The default setting on Leveling Calculations is Manual. Each individual
user can elect to set it to Automatic, which is not a setting I ever
recommend using. Hope this helps.
