Resource Manager notification

How is the Resource Manager notified that their Generic
resources have been assigned to a project?

Example: RBS has been set up to place certain generic
resources under RM responsibility. A PM assigns one of
these generic resources to project tasks, then publishes
the project.

Is there some functionality that will notify the RM that
his generic resources have been assigned so that he can
perform substibutions?

Conversely, after the RM does his substitutions, is there
any functionality that will inform the PM of the change?

The easiest way would be to assign that Resource
Manager's email to their generic resources so they get
notified of all assignments and can then delegate to the
actual resource.
