resource overallocation when closing projects

OK, something weird's happening!
Doubtless it's our fault but we have no idea how we did it!
My PM opens up some of her projects to sort out any overallocation
problems.
She sees 2 team members overallocated, but does nothing with any of
the projects (she got called away).
She starts to close the projects and suddenly notices that in doing so
another team member becomes overallocated...
At this point she thinks it's a glitch, so carries on closing
projects, and lo and behold, yet more team members become massively
overallocated.
She panics, does no more, and calls me, I have no clue what's going
on!
Does anyone else?!

I am assuming that you are using the Enterprise Resource
Pool for your resources. Over allocation in project
server takes into account ALL project assignments. The
resource may not be overallocated in her specific
project, but if they are assigned in other projects that
resource will show overallocated in hers. Basically it's
a first come basis on who gets the resource assigned
first unless projects are prioritized and then the
highest prioirty project will get the resource first.

is the only one using those resources - they are allocated nowhere
else at all!

She changes nothing for any of the resources yet they become
overallocated for seemingly no reason at all.

The other thing that may be happening is that Project
calculates resources minute by minute. So if a resource
is scheduled for two four-hour tasks in an 8 hour period
and the first task doesn't start until 10:00am, but she
has forced the work to complete in the one day then that
resource will be overallocated.
