Resource plans disappear when restoring projects/proposals from ba

Using Project Server 2007.
We're working with proposals and resource plans in the PWA. We want to
"archive" some of our old proposals, but we're not sure how to do it. I've
read that you can use the Administrative Backup functionality in Server
Settings to "archive projects", but when I restore a backuped proposal in our
environment the corresponding resource plan is missing! I've also tried to
convert the proposal to an enterprise project before I perform the
administrative backup, but unfortunately the resource plan is missing in the
enterprise project as well.

This is what I do:
Create a proposal - create a resource plan for the proposal - save and
publish both the resource plan and the proposal - perform an administrative
backup of your projects/propsals (Server Settings - Administrative Backup) -
delete the proposal from the Draft and Published databases (Server Settings -
Delete Enterprise Objects) - restore the proposal from backup (Server
Settings - Administrative Restore) - open the proposal resource plan -
everything is gone.

Do we have some kind of configuration issue, or is it just not possible to
store resource plans in the Archive database in Project Server?

I do not believe it is possible to back up and restore a Resource Plan
associated with either a Proposal or an enterprise project. Perhaps this is
an oversight on Microsoft's part. Sorry.

I see. Thanks for your answer Dale. Do you have any other ideas on how we can
archive our proposals (resource plans)?
