Resource Request Alert

We have Project server 2003. We are considering assigning dept. heads as
resource managers over their resources. We would like for PMs, when they
build their schedules, to request "supporting" resources using the proposed
resource feature project server. The key question; is there a way server
can send an email alert to the resource manager informing him/her a PM has
proposed one of his resources for a project?

No, alerts are very limited in Project Server 2003 and 2007 and are limited
mostly to task publishing and task updates/rejections.
