Resource Scheduling/loading

Hi,

I am looking for tool to manage work loading of my department. I
created a sheet using lookups and pivotgraph but its difficult to
manage.
I have different skilled set of employees and they can be assigned
work based on there skills, availability (i.e. excluding Leave,
training etc) and project delivery time.

Functionality I am after,
- Individual employee loading.
- Groupwise skill loading (Skill-1, 4 number of people what is there
load.)
- Overall department loading.

Additional requirement;
- Loading to be on week basis and not like timesheet entry (hourly
basis).
