Resource substitution problem

I am working to implement Project Pro & Project Server 2003. I set up custom
enterprise resource outline code 20 as a multi-value field for skills.
Generic resources were added to the enterprise resource pool with various
skills. I also added a resource to the enterprise resource pool with a
matching skill. I set up an enterprise project where one of the generic
resources was assigned 35 tasks. I tried to do resource substitution for
this generic resource with the resource that has the matching skill. The
first 30 tasks listed were re-assigned as desired. It ignored the last 5
tasks and still kept them assigned to the generic resource. I tried to run
resource substitution again and it still ignores those tasks. I tried to do
this in another project and got the same results. Does anybody have any
ideas why this is happening?

Are the last five tasks scheduled during the same time period as any of the
previous 35 tasks?
