Resource Substitution

I believe I've done everything suggested in other posts

I have a skill set up with values for generic and specific resources. At
least one specific resource for each generic one.

I have the skill check for matching

I also have a RBS setup but and required but not checked for matching.

When I do Resource substituion, it correctly substitutes for some (and fills
in the skill profile column) but the 'Assigned Resource' is filled in for
others (blank skill profile column) using the same one or two resources.
These two resources do not have the same skills as the generic resource.

I am not sure I have a complete understanding of everything you have setup
and done but here is a quick overview.

1) Check out the Enterprise Globabl Template.
2) Setup a new custom Enterprise Resource Outline Code. Make sure the
outline code has values (programmer, engineer, etc.) for selection and that
it is selected for use with Resource Substitution (matching).
3) Save and close the Enterprise Global Template
4) Check out the Enterprise Resource Pool.
5) Setup Generic resources for each of the skills you want to use for
substitution.
6) Make sure you assign the appropriate skills to real people resources.
7) Save and close the Enterprise Resource Pool.
8) Create a test project or template.
9) Create some tasks for the project (for testing purposes you might want
to name the tasks the same as the Generic Resource to make sure everything
was assigned correctly).
10) Select Build Team from Enterprise from the Tools menu.
11) Do a filter to only show generic resources. Select the generic
resources you will use.
12) Assign the appropriate generic resources to the appropriate tasks.
13) Save the project and template, if desired.
14) Select the Resource Substitution Wizard from the Tools menu.
15) Go through the wizard and when you get to Choose Resources, click
Specified Below and Add every single resource. (for testing)
16) Run the wizard.
17) Check that the resources were assigned correctly.

You may have already covered all of these steps. If these steps don't help
any, let us know.
