Resource Type?

I am building a project for a PM that will be using 'non-Enterprise' pool
resources. We want to assign them to their own tasks in the schedule. They
will notify us via email the hours worked and we will then update them and
re-publish those tasks using the overwrite actual hours feature.

Is it best to create Generic resources in the Pool to do this, or just add
them as local resources to the project?

Since you do not expect these resources to use Project Server, I would vote
in favor of making them local resources. If you elect to do this, refer to
the following FAQ for the correct way to use local resources to avoid
Spooler errors:

Will this allow me to 'republish' and overwrite actuals and not get spooler
errors?

If you use only local resources in this special project, there is no need to
publish or republish assignments at all, since there is no information to
publish to PWA timesheets. To make the information appear elsewhere in PWA,
you should still click Collaborate - Publish - Project Plan (or All
Information). Hope this helps.
