Resource Unable to access the Risk to which they are assigned

Which permission to I need to give someone in order for them to access the
risk (ie the workspace) to which they have been assigned?

From your description, it sounds like the risk assignee is not a member of
the project team. The simplest solution is to add the risk assignee to the
project team and then republish the project. Short of this, you would need
to manually edit the permissions in the Project Workspace and add this
person to one of the available groups in the Project Workspace. Hope this
helps.

Thanks Dale, am I right in saying that if I also want my Execs who are
higher up in the RBS to see underlying workspaces and items within them that
they have to be made part of the Project Team?

No, they need to be added to the Executives group in PWA. Members of this
security Group are given permission to see all projects and all Project
Workspaces in the system. Hope this helps.
