Resource Unable to Update Timesheet View Actuals

Within a project, some of my tasks allow resources to
update actuals in the task view and some tasks allow
resources to update actuals in the timesheet view.

I need all of my tasks to allow resources to update tasks
in the timesheet view by day.

I am using the "Hours of work done per day or week"
tracking method. The actuals being "grayed out" in the
timesheet view does not seem to be triggered by date,
actual time charged, or work remaining.

Can anyone help me fix this?

If you added tasks after baselining the plan, and did not
re-baseline the new tasks will appear to only be
updateable in the task list rather than the timesheet view.
