Resources Do not Show up in Resource Pool, Project Server 2007

All resources are being brought into project server through AD groups. Some
resources show up in the Resource Pool but others do not. I have changed the
views to make sure there are no filters, but there are no filters being
applied to the resource pool. When I go into the server settings and look at
all users they are there and active, but they do not show up in the resource
pool. This seems to happen with both resources using windows authentication
and forms login. Can anyone help me fix this problem?

Only users sync'd with the Enterprise Resource Pool will show up as
resources. Resources sync'd with only security groups will not appear in the
ERP.

Thank you for your help, I made sure the resources were available to be
assigned to a project and they showed up in the resource pool.
