Do I have to create a generic resource for each skill set?
How exactly do you specify what skill set you are looking
for?

If you wish to use the Resource Substitution Wizard, you will need to create
a Generic resource to match each skill set. When you are planning a
project, assign Generic resources to those tasks in you are not certain as
to exactly which human resource will work on the task. You should also set
the "R/D" field to "Demand" for each resource assignment to tasks which use
a human resource, unless you want the Resource Substitution Wizard to
consider those assignments for subsituting a different human resource.

To test the matching of human resources with Generic resources, I like to
use the Match button in the Team Builder Wizard to make sure that the
correct human resources match each Generic resource. To use this feature,
run the Wizard, then copy a Generic resource from the left side to the right
side. Click the Match button and analyze which human resources were
selected. Hope this helps.

What is the difference from using the match and the
substitute wizard? Or which one should the resource

The Match button is used in the process of assembling your initial project
team. For example, if I need a VB programmer, I will select the VB
Programmer generic resource and click the Match button. This will give me a
list of all resources who are VB programmers. From this list, I can select
the actual VB programmers who will be members of my project team.

The Resource Substitution Wizard is used for substituting available human
resources for Generic resources that are currently assigned to tasks. As to
which one of these your resource managers should use, that depends on your
company's project management practices.

Do know this, however: the Resource Substitution Wizard is not a magic pill
that will make all of your resource assignment problems and resource
overallocation problems go away. It is only meant to assist in the process
of resource loading tasks with resources who have the availability to work
on tasks during specific time periods. Hope this helps.
