Responding to meeting requests in Outlook 2000 emails everybody

I have a Windows SBS 2000 server (Exchange 2000 SP3) with Outlook 2000 at the
clients. When one user generates a meeting request and another user responds
to it, all users in the domain receive the email response.

Any idea why it might be doing this?

This is most likely because of wrongly set Delegates permissions. More
specific the option to send meeting requests and responsed to delegates.
