Response Time

We are asking a consultant to write a web application for
us and they ask what the response time should be ?

Is it 0.5 second reasonable ?

We would like to set up a Help Desk. There are 2 response
time I think.

1st one - When they choose the problem type, press button
and goes to the second question.
2nd one - When they have entered all information, press
button and create the request in system.

1. No, this has to do with the speed of their connection. You could
specify an average load time for the page though depending on the
bandwith of the user.
2. Yes, here you can talk about response time. The time from the user
submits the query to the server actually receives it should not be
counted though, just the time from the server sends the request to a
database, until it gets the response.
