restart renumbering greyed out

Why is "restart numbering" greyed out ?

The list keeps on numbering, across a section-divider even.

I right-click the item to start erenumbering, but.... grey..

If the restart option on the context (right-click) menu doesn't work,
try the other methods at
http://word.mvps.org/faqs/numbering/ListRestartMethods.htm.

Note that section breaks do not affect outline numbering at all.
