Restore and Recover a deleted folder with files

I have no recollection of deleting a personal file folder in Outlook, but it
happened; nonetheless, it happened but is not in my Deleted Items folder.

I've heard that files are never actually deleted and that the folder
probably still exists. How do I recover it and restore the email files with
attachments that were in the folder?
