I have the same questions, except when I go to restore the pst file, it
gives me an error
message saying that my personal folder is already in use. What am I
doing wrong?
Are you trying to open a PST that's already open in Outlook? Click
File>Data File Management and see what PSTs are in your mail profile.

Every time I create an archive file it shows up in the Data File Management
list. So I guess the answer is "yes". All I want to do is archive the
file, then delete those messages in that submail folder, then restore later
if necessary.
For example, I archived a portion of my "Sent" folder. I then deleted
those e-mails. Then I went to restore them from the archives (sometimes I
need to to do this to find something I sent to a client) and got that error
message.

If they already show in Data File management, who do you think you need to
open them again? They're already open. Just visit the folder holding yur
archived item and you'll see it.

OK...I just did that and clicked on the archived folder and there was
nothing in it. I tried it again, archived another folder, scrolled down to
"archive folders" and again, nothing in it.

Items in Outlook will be moved to the corresponding folder in the Archive
PST only if they were modified less recently than the archive date you've
chosen. Archiving generally doesn't use the Received date. Add the
Modified column to the header line and you'll be able to see why your items
were not archived.
