Restore Down button problem

I am using Outlook 2000 in Win XP Home Version. When
Outlook is maximized and I hit the Restore Down button so
that it will only take up part of the screen, Outlook
just totally disappears until I go down to the task bar
and select to Maximize Outlook again. I don't want to
always run Outlook Maximized. How do I solve this
problem?
