Restore down cause workbook to retract into toolbar

When restoring down to a resizable window and work area, the workbook appears
to retract into or below the toolbar. The worksheets can not be view unless
the window is maximized. Excel 2007

Try (on the View tab) if clicking "Arrange", tiled helps.
