Restore & Import grayed out with SBS2003 and FrontPage2003 bundle.

Hello,

I'm trying to restore a .fwp (FrontPage2003) backup file to my SharePoint
site within SBS2003. However both the option to Restore and Import are
grayed out. I am the administrator of the site/server and have full admin
rights. So, what option do I enable to use these features?
